The U.S. Treasury Just Standardized AI Language for Banks. Here Is What That Means for You.

On February 19-20, 2026, the U.S. Department of the Treasury released two documents that every community bank compliance officer should read before their next examination.

The first is a Shared AI Lexicon. The second is a Financial Services AI Risk Management Framework. Both were produced by the Artificial Intelligence Executive Oversight Group (AIEOG), a public-private partnership between Treasury, the Financial and Banking Information Infrastructure Committee (FBIIC), and the Financial Services Sector Coordinating Council (FSSCC).

These are the first two of six planned resources. The goal, in Treasury's own words, is to move beyond high-level principles and provide concrete, operational guidance for financial institutions managing AI risk.

That is a significant shift. And it has direct implications for how community banks document, govern, and explain their AI systems to examiners.

Why a Shared Lexicon Matters

One of the persistent problems in AI governance conversations between banks and regulators has been vocabulary. A bank's legal team, its technology team, its compliance team, and its examiner may all use the same words to mean different things. That ambiguity creates risk - both in how banks document their AI systems and in how examiners evaluate what they find.

The Treasury lexicon addresses this directly. It defines 60-plus terms with precision, drawing from NIST, ISO, SEC, FDIC, OCC, and academic sources. Several of these definitions are directly relevant to how community banks should be structuring their governance programs right now.

Five Definitions Community Banks Should Know

These are not abstract concepts. Each one maps to something your bank is likely doing - or should be doing - today.

AI Governance

"The set of organizational policies, rules, frameworks, roles, and oversight processes that direct how AI is adopted, developed, deployed, and monitored within the organization, with the objective of ensuring AI-related risks are identified, managed, and monitored across the AI lifecycle."

Why it matters: This is now the official definition regulators are working from. Your governance program needs to address all five elements - policies, rules, frameworks, roles, and oversight processes.

AI Use Case Inventory

"A maintained repository or listing of an organization's AI use cases, intended to support governance, transparency, and risk management by documenting where and how AI is designed, developed, procured, or used, and the purpose and outputs associated with those uses."

Why it matters: If you do not have a maintained AI use case inventory, you do not have AI governance. This is the starting point for everything else.

Third-Party AI Risk

"Risk that arises when an organization relies on another entity to develop, provide, host, operate, or support AI systems or key AI components such as models, data, and related infrastructure."

Why it matters: This definition confirms what SR 11-7 has always implied - vendor AI is your risk, not your vendor's. The governance obligation does not transfer with the contract.

Performance Monitoring

"Ongoing activities that confirm an AI system is implemented appropriately, used as intended, and continues to perform as intended over time."

Why it matters: "Ongoing" is the operative word. A one-time vendor review does not satisfy this definition. You need a documented, recurring monitoring cadence.

AI Drift / Decay

"The tendency for an AI model's performance to degrade over time when deployed in a real-world setting with differing conditions from those present in training and testing."

Why it matters: Your fraud detection model was trained on historical data. As fraud patterns evolve, the model's performance degrades. Monitoring for drift is now an explicitly named governance requirement.

What the Risk Management Framework Adds

The companion Financial Services AI Risk Management Framework adapts the NIST AI RMF specifically for the financial sector. Where the NIST framework is broad and sector-agnostic, this framework is designed to map directly to the regulatory environment community banks operate in - including SR 11-7, OCC 2013-29, and interagency guidance on third-party relationships.

The framework organizes AI risk management around four functions: Govern, Map, Measure, and Manage. These are not new concepts, but the financial-sector adaptation provides specific guidance on how each function applies to vendor AI, model validation, and board-level oversight - the three areas where community banks most commonly have gaps.

What This Means for Your Next Examination

Examiners will increasingly use this lexicon as a reference point. When they ask about your AI governance program, they will be thinking in terms of these definitions. If your documentation uses different terminology - or no terminology at all - that gap will be visible.

More importantly, the release of these documents signals that regulators are moving from general awareness of AI risk to specific, operational expectations. The question is no longer whether your bank uses AI. The question is whether your governance program meets the standard that is now being defined in writing.

Community banks that have not yet built a formal AI governance program are running out of time to do so before examiners arrive with these frameworks in hand.
